Blacks, Mormons & the Priesthood
Other than a few exceptions, blacks could not hold the priesthood in the LDS Church until 1978. There is a lot of speculation among Latter-day Saints about why this was the case, but really no concrete answers. What we do know, is that Mormons looked forward to the day when the church's policies would change and celebrated the day that they did. Official Declaration 2 - Cannonized declaration from the Church of Jesus Christ of Latter-day Saints (contained in the Doctrine and Covenants) that extended the priesthood to "every worthy member of the Church." Dated June 8, 1978.
